720p with simulcast set to 2 layers doesn't work

Hi,

Making a multipoint meeting with 3 participants configured to 720p while simulcast=2 and no remote video is seen at any of the participants.
When repeating this test with other resolutions, 240p to 480p, remote video is seen by all participants.
Is it a known issue?
