Best Licode Configuration for multi person Video Conferencing

What will be the optimized configuration for licode (both client and server) to achieve maximum quality in the video stream.
my current configuration are

  1. maxWidth = 1980
  2. minWidth = 1280
  3. maxHeight = 1080
  4. minHeight = 720
  5. maxVideoBW = 1024
In server side configuration it is : defaultVideoBW = 1024

with this config my video is getting low quality in the receiver side
my bandwidth is ~ 4 Mbps
